Public transportation options from Singapore's Changi Airport
GROUND TRANSPORT DESK AT CHANGI AIRPORT -
Perhaps the fastest, most comfortable and most convenient way to travel from Changi airport to anywhere in Singapore. You can find taxi ranks at all 3 terminals. Taxis in Singapore are fully licensed and all run on meter. The fare to the city is approximately $20 -$35. Depending on the time, day and traffic conditions, there could be some surcharges on top of the metered fare. These include midnight - 6am surcharge (add 50% to the metered fare), airport surcharge (an additional $3 on weekdays or $5 on weekends) and toll charges when the taxi enters the city on Mondays to Fridays when the Electronic Road Pricing (ERP) is in effect which is between 7am to 7pm in the Central Business District and between 7:30am to 9:30 am in the other areas. The ERP will operate until 1:00 pm during eve of 5 major public holidays namely New Year, Chinese New Year, Hari Raya Puasa, Deepavali and Christmas. The ERP is not in operation on Saturdays, Sundays, and public holidays.
Note that there are many officially licensed taxi companies in Singapore, and your taxis might be blue, black, grey, white, cream, yellow, red, or green in colour.

This is a convenient shared transfer service available from the Ground Transport Desk after baggage claim and customs clearing. Tell the staff at the desk the name of your hotel/hostel and pay the transfer fee of S$9/ adult and S$6/ child between 3 - 12 years old. Child below 3 years old travels free. You will be given a coloured sticker to display prominently on your shirt. You may have a wait of about 10 minutes for the shuttle to arrive, though in peak times of the day or evening the wait may be longer. The driver will identity you by the coloured sticker and escorts you to a minibus. You should be dropped off at your hotel/hostel within 30-60 minutes of leaving the airport, depending on the route the shuttle takes and whether yours is the first stop or otherwise. Note that the shuttle does not go to hotels on Sentosa unless passengers charter the whole shuttle at $60. Please enquire at the desk for charter charges or call (65) 6241 3818 for more information.
You could also phone on your day of departure (several hours before the time you need to leave for the airport) and organise transfer back out to Changi Airport. Though it may just be easier, quicker and more certain to take a taxi.
This is the public electric train system that partly travels both above and underground. Within the terminals, follow the signs "Train to the City" to get to the MRT station which is at the basement of Terminal 2. This is a safe and cheap way of travelling to the city although it is not the most convenient as, depending on which hotel you are staying at, the ride would involve at least one train transfer. Plus, the MRT is not a dedicated airport line. It is a commuter train that plies to the airport. As such, there is no dedicated luggage area in the trains. Changi Airport is a spur line on the East-West line and you need to transfer to the East-West Line at Tanah Merah station to get to the city. Trains run from 6am to midnight daily. There are 2 types of ticket: Standard Ticket and EZLink Card. The Standard Ticket is a contact less smart card for both single and return trips on the MRT and LRT. You can buy (cash only) the ticket at the General Ticket Machines at the MRT stations. It can be used for up to 6 times within 30 days from the date of purchase. The purchase price includes a 10 cents deposit and this is automatically refunded on the travel fare of the third trip. You would also enjoy a 10 cents discount on the 6th trip.
The EZLink card, on the other hand, is a stored value card that allows for repeat travel on buses, MRT and LRT depending on the amount of stored value in the card. The EZLink cards are sold at TransitLink Ticket Offices, 7-Eleven and SingPost outlets at S$12, S$10 and S$5 respectively with S$5 being the non-refundable card cost and the balance amount the stored travel credit. Thus you need to Top-Up the cards bought from SingPost outlets before you can use them. The EZLink card is ideal if you are staying in Singapore for a few days and it is valid for 5 years. At the end of your stay in Singapore, you can keep the card as souvenirs or get a refund of the stored travel credit by surrendering the card at the TransitLink ticket office.
There are public buses that depart from Changi Airport to various places. These are airconditioned. You need to however pay exact fare, as there is no change given (or use your Ez-Link card to tap on and off the bus card reader). Perhaps the most useful bus for tourists would be #36, which departs all terminals of the airport and goes to Suntec area, Dhoby Ghaut area and on to Orchard road. At the end of your trip you can catch the same #36 bus at various stops and it takes you back to the airport (making stops at various points along the way and in the underground parking areas of each of the Airport Terminals). Please note this bus does not have much room for luggage, and locals will be getting on and off as it is a normal passenger bus, not a dedicated Airport Transfer.
