Taxis are a common sight on St. Thomas, being a very popular, quick and efficient mode of transport for visitors.  They are easy to find at almost all hotels, and if there isn't one waiting you can ask the front desk to call one for you.  They are also available at taxi stands, at the ferry and cruise ship docks, and at the Cyril E.
