The Captain's has been a standard "higher end" dining feature of Baybay City for many years. People go there to celebrate special occasions, or if they have a large group of people to feed.
They are open at 8 in the morning, so it's not an early breakfast joint, but mid-morning breakfast is possible. They're usually unable to make brewed coffee, though.
Their lunch and dinner fare ranges from traditional Filipino foods, to soups, to Asian meat and veg dishes. Their lomi is good, and the serving size is a huge bowl, sufficient for 3-4 people (if eating rice). Their chicken nuggets are tasty, their Bistek Tagalog is good, as is their beef with onion. Their Chop Suey is quite nice, loaded with veg and slices of squid and pork in a mild sauce. our breakfast favorite is the Captain's Fried Rice, loaded with many different meats, bits of veg, mushrooms, and egg.
Their menu hasn't changed in years, other than a few things being unavailable now and then. Service is fine, and prices are reasonable. They have an air conditioned indoor dining area. They also have an outdoor bar area, for those who like to have a bar night with food.
