We had tickets for a harbor cruise but were near Battery Park and ran out of time, so we jumped on the FREE Staten Island Ferry. It was great! We had good views of the Statue of Liberty and Ellis Island. Try to avoid the after school ferry, it was full of noisy kids running around yelling on their way home from school. There are decks you can stand on outside for the best views. It takes about 15 -20 minutes one way, and the ferry terminals have food stands and small shops.
