You can negiotiate the price in every hotel. We payed 4000r each night.
We asked for a taxi to the airport. "4000r" , they answered (about 57 euro). We have been there for a week, and knew that the regular price was max 400r (5,7 euro). The only other option was Riskja, the manager told us. The 4000 would go to the hotel, not the taxi. They try to screw you everywhere, some staff people are friendly, but some play tricks on you to get your money, they lie about anything.
We were working at IIT, and one night we came back to the room, which we could not enter anymore. " fully booked".
Changed rooms 5 times (because of the hotel), lots of noise on the street-side and lower levels.
And it's not clean indeed, but what hotel is, in the 3rd world? This didnt bother us too much. Only after cleaning they left our clothes and blankets and all on the floor.
I have a list of 10000s things that went wrong, not keeping promisses, endless discussions on sewer-stench and promisses etc. Too much to write here.
They screw you where they can and make excuses that are lies. Don't go there if you want to feel safe in your hotel!
