This is a cave that was turned into a temple. There are a number of Buddha, including a large reclining Buddha, and other religious relics located inside. Reasonably safe stairs take you into the cave.
There are a number of monkeys near the entrance, and bananas to purchase to give to them. The banana sellers offered to get the monkeys to do some tricks but we declined.
Also at the entrance are some guides. For $5 they will take you into the cave and provide an okay explanation. For the price it's probably worth it.
This place is worth a trip if you are visiting the other attractions in Phetchaburi.

The atmosphere early boring - before buses arrive - is calm and spiritual. Especially when the first light beam are coming thru the upper cave opening. The nuns taking care are very smiling and it's simple interesting watching them in the morning to clean the stair case and ground in front of huge Buddha statue. I return late afternoon and the light is creating with each new time a new atmosphere. Opening is 9 am to 5 pm and try to by either early or late to avoid the crowds.
