We visited this area based on recommendations and reviews. We may have missed the point, but there wasn't much to see at all. It's a big square with some government buildings surrounding it. Wasn't worth going out of our way for. Not that it was a terrible experience, but just nothing to it?

Walked around the Plaza Bolivar during the evening was exciting as it was flocked with tourists, locals and food vendors around the perimeters.
Historical buildings which were points of interest were the Palace of Justice, National Capitol borders, the Primary Cathedral of Bogotá and the Liévano Palace (seat of the mayor of Bogotá). Not sure if the Plaza de Bolivar would have been so lively during the day as opposed to the evening but it’s worth a visit nonetheless.

It's a big square with lots of people and lots of pigeons. Surrounded on three sides by historic buildings and on the fourth by the latest incarnation of the courts of justice.
You'll walk through here several times.

Is part of the old Bogota, colony buildings and the presidential and Congress palaces, ideal to take pictures

The Plaza de Bolívar is the historic heart of Bogotá, an iconic example of a Spanish colonial main plaza in one of the most important cities of the Spanish empire in the Americas. Although only the cathedral and some buildings nearby are truly survivors from the Spanish colonial period ( the the cathedral was only built at the very end of Spanish rule, right on the eve of independence), with most buildings being newer, the basic plaza remains and the cathedral and overall aesthetic give a good feel for the history and central role of the plaza. It really is a must-see for anyone visiting Bogotá.

The cathedral and adjacent chapel right on the plaza are excellent places to visit, the presidential palace is next door, and the historic area of La Candelaria is right next to it.
It is treeless and without shade but in Bogotá's generally cool, often cloudy climate, that is not much of an issue.
