Positives:
Location: Very central, on a quiet side street. Very close to the Topkapi palace, Hagia Sofia, and Blue Mosque. You can the latter two from the rooftop terrace, which has an amazing view, as mentioned by other guests.

Price: It's pretty cheap.

Cleanliness: Both common areas and room were clean. Beds made daily, though fresh linen and towels only every other day.

Stuff Works: TV and lights all in order, bathroom has plenty of hot water.

Negative:
DO NOT GET THE CHEAP ROOM. The light well rooms are, by wife's standards, nearly intolerable. Absolutely NO light at all. Very little fresh air, even with both "windows" open, because windows open into a dark little shaft. Totally claustrophobic. Unfortunately, only the light well rooms are cheap.

Location puts you in the center of every cheesy, overpriced tourist trap in Istanbul. To get a decent meal without being ripped off, we were actually forced to walk at least a kilometer or two away. It's nice being near the sights but tough luck with food, and the night life is virtually nonexistent here.

Noise: the hotel is NOISY. You can hear absolutely everything - people talking, going up stairs, etc. I am sure this effects the expensive rooms with windows as well as our cheap one.

The Cosmopolitan offers a great view of the Sea of Marmara, a quiet street and exceedingly close proximity to the Blue Mosque (2 blocks). Kamil, the owner and manager, is very pleasant, interesting and helpful, and he knows Istanbul very well. His staff are really decent people who tried to make our stay a good one, and they succeeded. Breakfast is served on the top floor with view of the sea, ships (and occasional dolphins!) and the hills of Istanbul, and the rooftop view has the Blue Mosque in one corner, the Aya Sofya in the other, and the sea taking up the rest.

We stayed at Cosmopolitan Park Hotel on the first days of January 2009 after reading some positive reviews here at Tripadvisor.

The hotel has a great location just in the center of Sultanhamet. The hotel has some nice amenities, as free wireless internet, free computers in the ground floor, good heating system (a little too hot for us, even after turning off the system), hairdryers, fridges in most rooms. Beds are reasonably comfortable, the rooms are clean and the staff is correct. Rooms with view and the breakfast room, in the top floor, have a beautiful view over the Marmara sea.

Nevertheless, I found also a couple of weaker points. We stayed at the cheaper rooms ("rooms at light well"), who just have a window to a wall that is located no more than 20cm away. There is no natural light at all in these rooms (but this was more or less clear on the advertising at booking time). The rooms are extremely small -- it is difficult to have place to open a medium size bag. The bathrooms require urgent renewal (taps are leaking, producing annoying noise at night). Due too a poor acoustic isolation, we awaked with voices and noises each time someone entered in the building and went up the stairs during the night.

The breakfast choice is limited and below average. Only one choice of ham, cheese and cereals. Juices are pre-packaged. The breakfast offers also boiled eggs, yoghurt, olives, some salads, butter, jam, etc., and surely coffe, milk and tea, but the overall picture is not great. The bread (just white bread) is served in fixed portions to each table, in what seems an effort to put an hard limit on what each client is able to take.

The building has no lift, therefore be prepared to carry yourself the luggage up to your room -- the staff will not help you with your bags (probably they will if required to do so, but do not expect any spontaneous help).

The public WCs are only located in the top floor (4th), what is an annoyance if you are using the lobby area, in the ground floor, and you need to access the bathroom.

In summary, the Cosmopolitan Park Hotel is a cozy hotel in a great location with a very reasonable price. But I will take a look at other options next time.

The Cosmopolitan Park Hotel is located in Sultanahmet, very close to Aya Sofia, the Blue Mosque and the Topkapi Palace.
I and my wife have been there during very cold days at the end of December 2008, and as we both had a flu, we spent many hours a day in the room. More than on other occasions, we have been very sensitive to the hotel conforts.
Positive things of the hotel have been the courtesy of the hotel staff (they do everything they can for you), the room cleanliness, the good quality of the bed, the good heating system in the room, the facilities in the room (TV, minibar, coffee machine, wireless connection, hairdryer), the availability of a computer with internet connection in the hotel hall, the good choice at the breakfast buffet, the quietness of the area.
On the less positive side, the room size was rather small, and the window sight was on the rear side, on very degraded buildings (the whole area is rather degraded, exception made for hotels, restaurants, bars and carpet shops). Although very clean, and with excellent hot water supply, the bath maintenance was questionable (broken tiles, leaking taps). The breakfast room had a breathtaking sight on the Bosphorus, but was rather cold, which is not very pleasant in winter time. The stairs were very narrow and sharp, so if you have a heavy luggage, you'll be in trouble (no elevator).
In conclusion, this can be a recommendable hotel for friends, provided you can get a room on the front side (view on the sea), at floor 2 or 3. I'm not sure you can see the sea from the first floor.
The hotel standard, according to my assessment, would be closer to 2 stars, rather than 3.

While in Istanbul, we stayed at the Cosmopolitan Hotel in Istanbul. Located in the old city , it is less than 10 minutes by foot away from the city's major attractions.
A small hotel, it had a very comfortable relaxed feeling... having a lounge area covered with gorgeous Turkish fabrics, carpets and coloured glass hanging lamps.
Our room, overlooked the sea of Marmurar. Both day and night afforded breathtaking views.
The rooms, although on the small side, were very comfortable and spotless.
Typical Turkish breakfasts, were set out on the hotel's top floor overlooking the sea on one side and the Blue mosque on another. An outdoor patio was not in use when we were there but we did go to sit out one warm evening.
I think what sets this charming hotel apart , was Kamil ( the owner). Almost always there, he willingly assisted and advised helping way beyond to make our trip a success ( in a city and country in which we spoke no Turkish).
