We first stayed at this Toyoko Inn location in May 2012 and liked it very much and gave great reviews. This time it was a very different experience. The room we checked into did not have the toilet cleaned yet -- I suspect the previous guest had the eco-plan (a plan in which you are given a 300 yen discount if you opt out of getting your room cleaned and having the sheets changed). Perhaps the housekeeping probably got confused about the check out date and did not do a thorough clean. We were not able to get our room changed even though we tried to call downstairs. Furthermore note that by 4 pm the housekeeping personnel are out of the hotel so there is no way you can ask them to come up to clean the room after they leave work. Check in is at 4 pm-not a minute earlier unless you're a Toyoko Inn member --in which case you can check in at 3 pm. The hotel personnel are very 'rule-oriented' and will not check you in a minute earlier even though it was snowing hard outside and there was no where you could go nearby to wait. We asked for two keys at check in however only one worked. So we went down to get the other key activated and even though an apology would have been nice we were instead scolded that it was problematic for them because if they activated one more key, the other would not work and the front desk gentleman kept grumbling about this non working key although it was no fault of ours that the keys didn't work in the first place. We were scheduled to stay two nights and after we paid up front for the two nights, we were told that we needed to be out of our rooms the entire time between 10 am - 4 pm on the second day, and because there was a snow blizzard it was a true inconvenience. On departure day we asked a male front desk clerk if he would be able to call a taxi for us and he initially agreed. We waited for some time but there was no taxi so we asked if he knew if the taxi was on the way. He said that this was not the only job he has to do and he was busy so I should go catch one on my own on the road. Wish he had said that earlier or let us know that he would not be helping us with a taxi. Interestingly, NO hotel guests were at the front desk at that time. Granted this is not a full service hotel and is considered 'business class' hotel, there should still be a standard of professionalism in handling guests. I would rate this hotel a definite one star in spite of the fact that the hotel is new and really has much potential because of that particular male front desk clerk, which by the way is also the one who checked us in initially!!
