Just in the last year it has gone from a daily annoyance in the more settled parts of the island to almost a rare occurrence, at least in my experience. On my last visit the power was off for a few hours overnight once, and not at all during the afternoon, when you might need it for A/C, or in the evening when you want street lights. I think this shows great progress, and the folks responsible are to be thanked. Personally I don't miss lugging a flashlight around at night.
