That depends on the beach you plan to go. The beaches nearby the city and the ones frequented by locals would not be an ideal spot for sunbathing. However beaches like thottada, ezhara, kizhunna which are more frequented by foreign tourists are mostly deserted and ideal for sunbathing even in swimwear
