Noronha is great at all seasons, but if your trip is focused on scuba diving, August and September are known to be the best visiting times as the underwater visibility is at its peak. The sea on Dec/Jan/Feb is rougher, and the outside beaches are best fit to surfing

My only visit to Noronha so far was in February, and I really enjoyed it. Sun, hot weather, lots of green and just a few rain showers by the end of the day.

Go during the high season and pay the more expensive accommodation prices.

There is absolutely nothing to do on the island when it is raining (quoting a local here, but this is also what we saw ourselves).

The only attraction there is the nature (a tourist can only access beaches, most of the island you can not visit), the transparent water. The ocean life is beautiful and you can easily see it while snorkelling, because the water is amazingly clear. If you know how to scuba dive (unlike us) then it must be very nice.

Be prepared to pay a lot for everything and get horrible quality of service in return.

The food is bad and expensive, they bring it to the island from the far-away mainland.

Also nobody will speak English. The same goes for guided tours, the they will not speak anything apart from Portuguese. There is basically no Internet on the island. They may say that there is, but in reality it is not good enough for opening an email.

Be happy if your pousada has warm water.

The distances on the island are short but because of the devastating roads it takes a lot of time to drive on them. With rain most of them are not usable.

So have very very low expectations. Yes the beaches and water are breathtaking. Everything else is...well... Be prepared for a developing country.

Remember, Carnaval is in February in 2013, and hotels will be filled, and even more expensive than usual. Wouldn't surprise me if some were alrelady booked solid. We were in Noronha in December several years ago. Weather was fine.
