If you pay for extra legroom you can still take the larger size as I found out after buying a smaller case!

The size of cabin baggage isn't being reduced, they can only guarantee the smaller size will be allowed on the flight with you, if it's the original size if the flight is full you may have to put it in the hold, This will not be charged.
