What food does he like?
How much do they want to spend?
NYC kids just go to regular restaurants.
Do these kids have special dietary restrictions? Budget concerns? Looking for a certain type of food? The Roosevelt Hotel is a block away from Grand Central Station, and there's a Michael Jordan restaurant in there. Would they like that? Or is that way past their price range? (That's why budget is important).
NYC has about 20,000 restaurants and without knowing your budget and what kind of food your kids like we don't have a clue. When out DDs were in that age group they loved Tao - for the yummy pan asian food and the totally over the top decor - but it's not cheap.
Do they have huge appetites the way some teen boys do and like Italian? They might enjoy Carmine's, which is very loud and festive and serves basic red sauce Italian in ginormous portions.
If it is the Summer, they could go to the Central Park Boat House for Lunch and rent row boats afterwards.
If it is Winter, then Rock Center Cafe, go to TOTR, and/or Skating after.
If they have at least one adult (over 25) they can go to Dave & Buster's. Teens usually like the entree game deals there.

I forgot to mention MOST IMPORTANT I guess - preferably, restaurant should be withing walking distance from the Central park !
Re budget - depends what offered fr the price
Kind of food my son likes - I asked, he likes many, but not vegetarian.
I second Black Tap. I took my 15-yo son there last week and he loved it. Just google their shakes and that'll probably convince your son! If you go there, I don't believe they take reservations, and we waited in line for about 30 mins at 5pm on a Saturday. They get crazy busy.
