Check flights into Milwaukee or Minneapolis and rent a car. You could check Madison too and even Appleton.

Honestly, your best choice may be to just fly in to Milwaukee or Chicago and drive. With everyone merging, going out of business, or just pulling service from airports, it's hard to find flights (even with a good deal of notice) that aren't an arm and a leg. Only Delta, United, and American Airlines service Green Bay. Less flights = less seats = more money for the airlines.

Have you tried Southwest from DEN to MKE? They have some pretty good sale prices going on right now. Not sure if they would fit with your timeframes, though.
