My husband and I are planning a trip to Niagara Falls in Dec. Is there any rail service and is there enough to see or do during the winter months?
Passenger rail service in the US is Amtrak, in Canada it's VIA Rail.
On the American side, there isn't more than a half a day's activities to keep you busy, in winter.
On the Canadian side, the period between Xmas & New Years is one of the busiest. There are lots to see & do.

Do you happen to know if US citizens have to have their passport to visit the Canadian side of the falls?
Citizens of the United States require one of the following to cross the border, by land.
• U.S. Passport
• U.S. Passport Card
• Enhanced Driver’s License (EDL)
• Trusted Traveler Program Card
Kids 15 and under just need their birth certificates.
Yes, US citizens need official documents not only to visit Canada but to get back into the US.
IMHO NF is really a warm weather destination - and be aware that it often gets an early, long and harsh winter and many major activities on the US side close for winter and don't open again until late April when they know the river is clear of ice.
