Is it special to visit the falls on valentine day from US side. What can I expect to give a pleasant evening to my girl?

Keep in mind the national park will be closed and it will be FREEZING. Valentines Day is always one of the coldest days of the year where I live.
Not much! This is a warm weather destination. You are likely to run into very cold temps and a lot of ice and quite possibly heavy snow. Where would you be coming from. If from NYC this takes 10 to 11 hours each way on a bus or train - unless you run into bad weather - then it cold take much longer.
To see in one day you would fly up and back -but only if weather is good and airports are open.

There is no national park. The Niagara Falls State Park is at the Falls and never closes. However, no attractions will be operating so, unless you can cross to the Canadian side, may not be worth a trip.
You won't spend much more than 30-45 minutes seeing the falls at that time of year. If you stay on the US side, there are few attractions open - you'd probably end up spending most of your time at the outlet mall or casino or something. You can certainly do dinner, falls, and a movie - but you can probably do the dinner & movie part wherever you live.
As mentioned, Niagara Falls State Park never closes and can be quite magical in the winter. The Falls are an amazing sight no matter what season. The great thing about the winter is that the crowds are light.
We went in February a few years ago and there were so few people there it felt as if we had the park all to ourselves.
If you plan on staying the night, the Seneca Niagara Resort & Casino has some nice suites with a whirlpool tub right in the room and near the windows. You won't be able to see the Falls from the rooms but the view will still be nice and you will be able to see the Niagara River and the mist rising from the Falls.

Prepare for weather delays and snow - you from warm climates have no clue!
https://www.youtube.com/watch?v=pxW1MKK79u0 I lived in Portland, Maine for 7 years and my car got towed three times one winter,, shoveled bucketloads of snow - just make sure you fly into Buffalo and have a couple days leeway.
Weather-related travel delays in Buffalo aren't likely to be an issue. The Buffalo airport rarely closes down due to weather, and the Western New York area is well equipped for snow removal, so it's infrequent to have travel issues on the major roadways. There are exceptions, such as the "Snowvember" storm in November 2014, but they aren't common.
I would second rjr0180 - you might want to consider spending most of your time in Buffalo with a trip to see the falls. They are only 25-30 minutes away.
