Yes its safe..October is bit cold so make sure you carry enough warm cloths. As it is kinda Off season so you might find good deal for Hotels etc.

I´ve always been fascinated by the many closed hotels argument : how many hotels/GH are we supposed to use ? There has always been year round accommodation options in Leh , even when I did my first winter months in the ´80s. What will be more daunting off season is cold nights ( going subzero even in down in Leh in October , and colder at the Tso´s - the tent camps closing ) and the cutoff for fresh food supplies when Srinagar-Leh road closes . Last two years that was in January (!) - I bought grapes in the market just before flying out this year.

Daytime , in the sun , is not only manageable but also enjoyable for a long , long while yet. Stay in bed until the sun is up , have breakfast in the garden or on the rooftop.
