If you want sunshine, January-April in Guanacaste province is the best time to go. Lots of sun, virtually no rain. Should be the best time for visibility for snorkeling too (which can be decent in spots but isn't comparable to Caribbean islands or Mexico/Belize/Honduras.

If you are a snorkeling person, and wanted to visit Central America, go to either Belize or Honduras.

I would suggest Caye Caulker Belize. Lots of snorkeling close to shore or out to the reef also scuba diving. Caulker is very laid back good restaurants and bars and I would suggest staying at Amanda's Place.

We went beginning of May and had perfect weather.. snorkeling on the other hand was ok. We took our own gear and also took a boat out and saw a few fishes but not as much as other places we snorkeled at such as kauai.

Roatan in Honduras offered the best off shore snorkelling we have ever experienced. [Went there a couple of times just for that. Avoid peak holiday season like X-mas/New Year though, when the beaches and beach resorts of that relatively small island are "attacked" by hords of cruise passengers from multiple ships, descending for a day, ruining the holiday of the guests staying at those otherwise quiet hotels, standing with their feet and fins right on top of shallow coral, feeding bread to the fish, then leaving... Of course not everyone, but enough did it for me to say that it was awful what we witnessed.)
