yes. december and January are coldest month in North India. In India, as you move away from coastal areas and towards North, the climate get colder during winters. Delhi is very cold during winter. However, no where comparable to European winters. you can manage it with some warm clothing. night temperature will be very low say 6 Centrigrade and maximum day temperature may be 15 Centrigrade.
Oh man, it will be chilly - Delhi's weather is a bit weird, super hot/humid in summer and super cold in winter, the weather changes are drastic, especially at night and early morning.. many flights are also canceled due to the low visibility at times. Just pack your woolens; if you're used to the cold weather then it might not be much of an issue, if not then get something warm to wear.

Delhi is bound to be cold say temperatures can vary from 7-8 degrees to a modest 4 degrees depending on the day and days would be a little warmer at around 15-18 degrees
Goa would be the same hot and humid as it is through the year
Delhi will be cold and foggy in Dec, its extent depending on which part of Dec you land up here.
Generally 4-7 deg C (min) and 15-18 deg C (max).
The things become pretty tough if hotel doesn't provide heating arrangements/ room heaters in the night,
