Can I know the story of this outdoor music score?

I don't know what song is this, why the building made this on the wall ?

I looked it up on the web, and this is what I've found:

The building itself was built in late 19th century and belonged to a wealthy local businessman Zlokazov (until the October Revolution).

The building is now right next to the Literary Quarter where museums and a theater are situated. The famous local Kolyada Theater also had plans to move into this building, but it turned out that it's too diffucult to renovate it as it's in bad condition. So now the building is sold (with a possibility of construction of a new high-rise building right behind the old one).

The rows were not intended to serve for music, these are just architectural elements. It was probably not until 2013 when music appeared on it. Who and why put the music on the wall, I don't know.

The song itself is called "True Friend", it's from a 1975 cartoon "Timka and Dimka": https://www.youtube.com/watch?v=H3PbSTKmL3c The cartoon itself has never been super popular but the song is catchy and it's often learnt by kids at kindergarten or primary school.
