In the Arrivals area but do not use a TMB ATM machine as that is a poor rate. Just exchange enough for immediate needs as there are more options, banks, exchange kiosks, money changers and ATMs when you get to Khao Lak.

Bank exchange rates change constantly not only from day to day but throughout the day. Independent Money Changers change their rates according to their own circumstances. If changing cash it's easy enough to shop around but for safety reasons don't carry large amounts around with you. Depending on where you are staying, the main banks and their exchange booths as well as some money changers are located in Bang La On, there are only a few money changers and no banks or bank exchange booths in Bang Niang.

Banks usually, but not always, offer higher rates but the differences are, again, usually, not great.

You can see the Day to Day rates at http://daytodaydata.net/

We are staying at Mai khao lak. Is bang la on on the way to Mai? I wonder if the driver would stop there or us?

Bang La On is the first main town in Khao Lak that you reach after coming over the mountain from Phuket. The Mai is a further 20 minutes or so and there are no money exchanges in the immediate area. Banks open 10am close at 6pm Monday to Friday. Exchanges open later. If you are arriving Monday to Friday between those hours I am sure the driver will stop at one of the bank exchanges in Bang La On.

The easiest bank is Kasikorn which is just up from the Nang Thong Supermarket which is in the centre of Bang La On. So if your taxi driver is really good you could change some cash then nip into either Nang Thong supermarket or there is a smaller one even close just past the bank for some essential supplies, beer for instance. ;-)
