Depends what type of holiday you are looking for and what type of resort. An idea of your budget would also help with recommendations. August is Wet Season in both Phuket and Khao Lak but Phuket is perhaps busier "out of season" but is far more commercialised than Khao Lak which in my view has nicer beaches. Particularly with a young child you should be aware that swimming in the ocean can be very hazardous in both locations at that time of year so a resort with good pool and children's facilities, such as the Le Meridien, J W Marriott, Merlin, Emerald or Laguna in Khao Lak is worth considering.
The Le Meridien is an amazing hotel with fantastic facilities for children and swimming pools with a lazy river into kids pool in the family wing and also a fully organised kids club. Phi Phi and Racha would be a long day from Khao Lak as a lot of the trips go from Chalong Pier or the Boat Marina at least 1.50 hours travel and in August would be weather dependent. Locals have told me that in the low season you can nearly always go to Racha as it is more protected Siam Bay is beautiful with shallow seas at Racha . Khao Sok National Park is a lovely day out with plenty to do and the green season is a lovely time to visit also Phangnga Bay is quite sheltered have a look at this link for some day trips

Would the weather be better in Koh Samui?
August is perhaps best month for weather in Koh Samui but is also the most expensive and popular so you will need to book early.
