Yes, those two things are not mutually exclusive. Dubai and the UAE, in general, are less conservative than say, Saudi Arabia, and far more reliant on tourism. It strikes a good balance between culture and commercialism - if it wasn't for Dubai, many of those Z-list 'celebs' wouldn't have those lucrative press shoots flouncing around in sponsored posts on Instragram etc. 😄
