No reputable agency is going to take someone who is not certified, unless you're doing something like a PADI Discover Scuba course. As you've noted, you would be limited to the milder sites with little current.

Diving is not for those trying to save a few bucks. The main draw for Galapagos is its remoteness, which automatically means high prices for most things.

Scuba Iguana has long enjoyed an excellent reputation.

Kicker Rock is not an easy dive site so probably not an option without certification. I think a lot of Galapagos diving isn’t easy because of currents, but the snorkeling is still excellent, even snorkeling with the hammerheads at Kicker Rock
