2. For which country I apply first?

There is only one authorised visa agent in Jaipur.

https:/…overview.html

You need a multiple entry visa to return to Singapore from the cruise.

As for Malaysia, you can apply directly at the government appointed website https://www.windowmalaysia.my/evisa/evisa.jsp

Furher questions about Malaysia visa should be asked in the Malaysia forum.

Normally, if you are on a cruise, the cruise ship will hold your passport and you don't need to apply for a Malaysia visa to go onshore but arrangements can change so if you are worried, you can apply for a Malaysia multiple entry tourist visa (since you will be visiting Malaysia again after the cruise) through an agent. The eVisa is only single entry.

In India it won't cost you more than Rs.300 + $30 per person for Singapore Visa. Its not online .. You have to visit the authorized agent. Thomas Cook and certain other agents have a partial online process.
