If you don’t absolutely need a private transfer – and your hotel will arrange to pick you up – there’s a daily train leaving at 15:35. Cost:111 baht.
Pranburi is practically a suburb of Hua Hin so there are numerous trains you could take. Train 43 at 08:05 may be the most convenient. There are also frequent vans and buses from the southern and Morchit bus stations. No need to buy tickets in advance for the vans and buses. Go there, buy a ticket and hop on. The train, though, does probably need a day or two of advance booking.
From Hua Hin, there are numerous vans, buses and 3rd class trains for the 25km.
Shouldn’t cost you more than about 200 baht in TOTAL, from Bangkok to Pranburi.
