I will assume you mean the train which runs along the jetty. There is no train to Busselton.

Since you're on the internet, I'm surprised you didn't look for the Busselton Jetty's webpage, which has all the information you seek:

There is no cafe on the Jetty, but just next to it is a lovely if more expensive cafe, The Goose

When we were there some time ago they had a second section which did cheaper take away style food but I don't know if it's still there.

Lots of places to eat in Busselton, ever since electricity came to the town it really has gone places with the availability of food

You would need to hire a car and drive to travel to Busselton, as the town is not accessible via public transport.
