You can travel by Bus Éireann (http://www.buseireann.ie/) from Dingle to Galway, but it does involve changes at Trelee and Limerick and therefore takes a fairly long time.

There is no ferry. You could get a bus to Tralee and take the train to Galway but it would involve many more changes than the bus so if I had to make this journey I would most definitely take the bus with the mentioned changes at Tralee and Limerick. The bus will take from 6.3 to 7.3 hours. You can search at this link http://194.106.151.94/jplan/bin/ A one way adult ticket is E22.95

Dingle and public transport is like lots of rural Ireland, a really bad combination. Looking at the timetable your fastest option would be 07.15 from Dingle getting into Galway at 13.35.
