Georgetown?

Visiting in December.

Where should we stay in Georgetown to be walking distance to the most restaurants/shops but while still on the beach?

Palm bay area?? It has a few hotels there I see.

Does Georgetown have a "downtown" area, is that near the Shell Gas Station/Shoprite store?

There is a downtown area with few stores, groceries, Minn's boat rental, govt dock and several restaurants.

Peace and Plenty is a place to stay in town and was just renovated. But there isn't a beach 'in town'.

Palm Bay, Exuma Beach Resort (EBR) and Augusta Bay are places to stay just north of town and have a small beach in front with Jolly Hall just a short walk away that is really great.

Exuma has lots of choices to stay with prices to suite all ranges and all sorts of amenities. It really depends on your budget and vacation style.
