<<are taxis exempted from car seat laws?>> Yes. I can't resist the temptation so I will add that just because taxis are exempt does not mean that it's a good idea to drive around with two small children without using car seats.

Just to elaborate a little

<Article R.412-1 of the French Highway Code states that the use of an approved child restraint system is not obligatory for a passenger under 13 years of age travelling in a taxi, in a chauffeur-driven vehicle or any other vehicle used for public overland passenger transport, or in a public transport vehicle. Therefore, a person accompanying a child under 13 years cannot insist that a taxi driver be equipped with an adaptable seat for the transport of children. Similarly, a taxi driver cannot refuse to accept a passenger accompanied by a child under 13 years of age, on the grounds that he does not have an approved child restraint system at his immediate disposal.>

Why subject toddlers to the risk of death or injury in cabs without car seats rather than taking them on the buses or metro where they are safer and one of them is free? You can get small inflatable travel boosters if you want to use cars.

Janet, do you have any factual basis for saying that toddlers are safer on a bus than in a taxi? I would have thought that a toddler held by an adult would be safer if the adult was strapped into a seat belt as would happen in a taxi.

Neither is it recommended for adults (even if strapped) to have a child on their laps in a car/taxi. While I have no data on that, it's what many paediatricians advise.

60 times safer according to one journal

…usf.edu/wp-content/…JPT17.4_Litman.pdf

There are multiple journals that seem to indicate, given identical speeds and impact point, an unrestrained child on a bus is eight times safer than being in an average sedan

Really. Seriously? The data on car seats for kids and cars has been pretty clear for over 40 years. Kids often die or are seriously injured in crashes where the adults are not injured and a kid on a lap is in the most dangerous spot of all. With toddlers putting them into the existing seat belts is safer than holding them. Planning to do all one's Paris travel by cab with unsecured toddlers is risky.
