I will be renting a car in France. I was told that I need safety vests in case I have to pull over for a flat tire or vehicle trouble. Do I have to provide these or is this the rental companies responsibility?

They have been provided in the rental cars I have driven in France.

Also they must be in the passenger compartment of the car and not in the boot (trunk for US readers). You are supposed to be able to get out of the vehicle already wearing it in case of emergency.
