You can expect some rain, sometimes heavy sometimes not, nobody can predict. There can also be rough seas which can stop ferry services. Not sure if there is a ferry service direct from Phuket to Railay, if not then you would have to get to Krabi/Ao Nang and grab a long tail boat from Ao Nang around to Railay.
Depends on the sea conditions, but there is no other way to get to Railey. If the sea is not too rough then the boats will run.
We have just returned from Railay Beach. Contact Aonang Travel www.aonangtravel.co.th/ . They run the main ferry to Railay Beach from Rassada Pier in Phuket. We paid TBH700 each and it left at 8.30am. That includes your hotel pickup from most main beaches at about 7.00am. We paid for our return ticket from Railay and got them for 650 baht but they are advertised at 700. I understand the sea does get a lot rougher over that period of the year so you may have to take pot luck on the day. Ao Nang travel will advise you with that. They communicated very well with us prior and no trouble with being picked up at the hotel. There is another ferry which is more expensive (TBH900) but that goes through Phi Phi and you have to wait till 3.00pm to carry on to Railay which may not be ideal. Having seen Phi Phi, I recommend bypassing it and straight to Railay. Railay is far less commercialised and way more beatiful in my opionion. The long tail boats come out to the ferry to collect you. The long tails must go all year round cos they are really the only way into the island unless you pay for a jet boat. Some of the larger hotels have their ow boats as well. The other alternative is to travel to Ao Nang by mini bus which is about 3 hours instead of 2 and may be worth considering if you are not good on the sea. The ferrys are not huge are you can check them on their website. As for rain, I imagine it will rain then, we had rain most days but it is over and done with quickly and the thunderstorms are quite spectacular!
I just hope it doesn't rain a lot during my stay.
