In short, no. There is very little difference, apart from the price. A €19 second class ticket is perfectly sufficient.

you buy those when you are there. Belgrade to Budapest is €15, Sofia to Belgrade is about €23, plus about €20 for a sleeper supplement, if there is a sleeper car on that train at all.
You can't buy these tickets online.
