If by "chica friendly" you mean being able to bring home an overnight female guest, different resorts have different rules about visitors in the room.

Where in the Dominican Republic are you going? What city or town? (It's a big island.)

If you put the word "chica" into the search box of the Dominican Republic forum you will find one post discussing what hotels allow "chicas". It also includes a warning about an area where the prostitutes are particularly aggressive. It is possible that there were other posts that were deleted for not being family friendly.
