We love to eat at local places and this was recommended by the airplane mechanic who traveled with us on United’s Island Hopper from Hawai’i to Guam. Proa is an amazing local foodie hangout. I particularly loved the appetizers we chose, calamari breaded and flash fried with Mango-Napa-Cilantro slaw, red pepper flakes, and soy citrus syrup and escargot poached in pesto and compound butter served on a toasted bread plank. Helpful Hint: Go to Proa for lunch. It’s easier to get a table and you have the rest of the day to “work-off” the amazing meal. By the way, they also have fabulous deserts.

The food is decent enough for Guam, but the slender male staff, wearing a yellow shirt, is very unfriendly. They simply ignore the hand calls even though they have been called, or they provide service with no expression and no answer to questions. I felt fuxxking .so I was going to say something, but I put up with it for my pregnant wife.

Reservations are still required.
Guam is currently experiencing heavy damage from the typhoon in May, and the bustle of the pre-COVID era is completely absent. However, reservations are recommended for dinner at Proa.
The menu has been reduced in number compared to before, and the selection is somewhat less extensive. Also, please note that the menu is different from the one you can see online.

My wife and I visited about five years ago and it was the best restaurant we tried in Guam.. Unfortunately this time it was the worst.
When we arrived I asked about corkage fees because we had a bottle we'd like to drink with our dinner if the price was reasonable. We were told $15 which sounded fairly reasonable so we agreed and started drinking it. Unfortunately a little later we were told the price would be $25 and because we'd already opened it we couldn't refuse.
Our entrees came out at such staggered times that the first person was done before the final entree arrived. My steak was about 30% fat and gristle, which for a ribeye would be bordering on unacceptable but it was supposed to be a NY strip! I sent it back and was dreading how long the re-fire would take given the first one had taken more than 40 minutes. Surprisingly, it came back in about three minutes. However I soon realised that they'd just cut the fat off my original steak and sent it back to me!
There were other minor issues with service (such as our waiter being constantly confused with the orders, and handing me every plate to pass out to the other guests in our party as if I was working there too), but I don't want to pass the blame onto the serving staff because there were only two of them for the whole restaurant and they seemed to be in a constant state of exasperation.
In summary, ignore any non-recent reviews of this restaurant because the quality has fallen off a cliff and is an embarrassment to its former reputation. The food quality was poor and the service was even worse. Avoid.

The food is terrible- over salted flashed seared beef cubes with burnt and bitter vegetables, then fiesta fried chicken sandwich (over fried and dry) with absolutely no taste. It came with a handful of lettuce with basically water (I guess it was supposed to be oil and vinegar) which totally saturated the only good thing on the plate which were the crispy shoestring potatoes. Also the chicken penne pasta was terrible, plus we asked for no mushrooms which we, of course, got. I had to order two beers, just to wash the little food that I are, down.

Proa used to be a reliably very-good-to-excellent restaurant. But perhaps for any number of reasons, service has slipped, and now the food quality has gone off a cliff as steep as those along the coast of Guam (meaning vertical, if you haven’t seen them), and it no longer warrants consideration. Even when the food was good, they had challenges with air conditioning being inadequate, and service that was reliable … reliably slow. Well, the A/C is better now, but that’s it.
Let’s talk about tonight’s dinner: We arrived a few minutes after 7, and was told the wait was about 20 minutes. With others waiting in front of us, that made sense, but with five unoccupied tables, it made less sense. Twenty minutes grew to 35. We know what we wanted to order and did so immediately once seated. I ordered a chicken quesadilla for dinner (not being really hungry), and my coworker ordered pork. The better part of another half hour went by before we were served. Why did it take so long? It seems they needed time to burn the hell out of my quesadilla and overcook the pork to the point that even in the dim lighting, I could see how overdone it was. I also couldn’t detect actual chicken, just grease and cheese. Stressed/understaffed waitress was backed up by an equally stressed hostess, who, while comp'ing our ice teas did really nothing more.
There are better options on Guam. Roy’s is always excellent but much more expensive. The reopened Capitol north of the airport was also excellent, at least for lunch.

I visited in late June, while the effects of the typhoon were still lingering.
I had made a reservation in advance via their website, but when I arrived only about half the seats were filled and it wasn't the usual bustle.
Whenever I go to Guam I always eat at Proa, and their Proa BBQ Hibachi style short ribs are a must... but perhaps the flavor is stronger than before? I'd like to believe it was just a coincidence.
I'd like to visit again once we've fully recovered from the effects of the typhoon.

The waiter was terrible.
Enjoying conversation at a resort restaurant is out of the question. He didn't even say "Welcome" or "Sorry to keep you waiting" and just left the menu on the table and left. He didn't even respond when I asked for something. The order was wrong but I didn't say anything because I wanted to get home quickly. When I was having my coffee after the meal, he again threw the bill on the table without saying a word and left.
I think the food would suit Japanese tastes, but I don't want to go there again and I don't want others to have the same experience, so I'm writing this.

Ate here alone as I am out here for work. Walked in and was shown to a table by my Waiter - which on the receipt the server was named Sterling but then the Cashier was named Oli so I’m not sure. Anyway, the waiter was really not nice and had a bad attitude and I couldn’t wait to get out of there. He sat me down and brought over a water but when he came to take my order, he couldn’t wait to walk off when I was trying to amend the dish slightly and it was like I was some disease he couldn’t come close to or stick around long enough around to hear what I actually wanted and I nearly ended up with shrimp in my dish which is what I didn’t want. He also didn’t even ask me if I wanted an alternative drink other than water - I waited so long that in the end I asked a waitress who happened to walk past my table. Dumped my food on the table and didn’t say a word and also dumped the bill on the table when I had finished and still didn’t say a word. Super rude guy who either needs to take a day off or not work in the food/people facing industry. However, Food was great which is a shame the service let me down as I’m here for a while and won’t be returning based on that experience.

The PROA from a few years ago no longer exists. The current PROA is destroying its own heritage. For a long time, when I came to Guam for summer vacation, my first dinner was always PROA. The food was delicious and the staff were professional. Before visiting Guam, I always check TripAdvisor and Google reviews. I was proud of myself that there were no BAD or Worst reviews about PROA. Continuing from last year, PROA received a large number of bad ratings and reviews this year. I didn't believe the reviews unless I went there myself, but today I visited in person and confirmed that the reviews were not false. Most of the food we ordered came out cold and even some of the food we ordered did not come out. Some of the staff had an overbearing attitude towards strangers and that alone made me decide to leave this review. This is in no way written to disparage PROA. I am writing this because I hope that PROA will return to its original form. And recently, a controversial tipping incident has been happening here in the mainland United States as well. They ask for a tip even though they already charge 15% for the service. They say it's optional, but customers know that it can never be an option. If you have paid the service charge in advance, you should not mention any tip at all. It's nothing more than stealing customers' money by double charging. Why are we so quick to learn these stupid habits and quickly forget our great past?

Great local restaurant, that was jam packed on a Tuesday. The baked Izumadal (Tilapia) was absolutely fantastic. Reservations are definitely recommended.

Even with their limited “Covid” menu, there were lots of yummy options. Definitely treat yourself to the beggars purse appetizer, but try not to lick the plate clean of the wasabi sauce. We had the izumidai and rock salt ribs and both were excellent. Sorry the wasabi cheesecake wasn’t on the menu, but we were pretty stuffed so maybe it was a good thing.

Its a definite hard pass on this place until the food and service improve--signifcantly!
Anyway, off to bad start with our drinks that tasted like a mix of salt, soap and dishwater. Not sure what happned but it was either a sick joke or just very negligent staff, but clearly a huge fail. Thankfully, no one had to be rushed to the emergency room for chem poisoning. No worries, drinks refreshed and half-hearted apology given
Now, awaiting appetizers...not too bad. But not understanding why other diners were given their food BEFORE ours when we definitely ordered BEFORE them and they arrived/seated AFTER us
First main course arrived but we are forced to share as the other orders weren't delivered at the same time. But yet all the other restaurant tables got their main plates at the same time, except for us
Of the main dishes served, the first arrived cold, but kudos for the well plated fare. Since our food was not delivered at the same time, we were forced to share our food amongst us and we scarfed it nonetheless
Second main arrived, more cold food! Taste wasn't too bad and the plating was very good for this $50+ entree, but again--served cold and late! Actually got an apology for the delay
Last main finally! But this time, arrived piping hot but more dishwater flavor served over a bed of overcooked pasta which was just the final smack to face to GTFO
Won't ever return.
