Shirts definitely ok. Although most buffets in Singapore has no dress code, the location of the restaurant in a 5-star hotel would make t-shirts,shorts, & flip flops frowned upon.

You may want to call the restaurant and check. My last time there the waygu beef is include in the buffet.
