Not far if you travel by underground (Gloucester Road is only 3 stops from Victoria) and the Restaurant is a 5 minute walk from Gloucester Road Tube Station.

No specific dress code as far I'm aware although nobody was in track-suits. Most were in jeans, shirts and smart casual.
