No, not all rooms face the harbor. Some have city views and some have wharf views. I have stayed there a few times over the years and always spring for the extra charge and a Wharf View room. Lovely way to start and end your day, sitting on your veranda looking out over the harbor. Very nice hotel, great staff and service. A little out of the way in terms of central Macau and the big casinos, but there are more than a few places walkable from the hotel and you're just a short taxi ride away from the action.
