We stayed here for 6 nights, and from a location point of view it was great. Just a short walk down to the World Trade Center and Staten Island Ferry/ Battery park.

No idea, best to Call Hotel. Subway extremely close. If parking is expensive you may consider parking in another location, leaving the car there and use subway for local travel. Cheap, quick and painless.
