We had a balcony, not a rooftop. If you are asking if there is a rooftop restaurant or public space, I don't know the answer.

There is a safe in the room but I don't remember if it is large enough for a laptop. I did keep an iPad in it. The front desk would probably arrange to store your items while you are out if they won't fit in the room... More

Best to call hotel directly. Front desk staff are very helpful. my guess is that it is the size of the room. Deluxe might be a little more spacious.
