You will have to take a ferry to Vancouver Island from Vancouver,the city. There is probably a bus service from Nanaimo, where you disembark the ferry, to Campbell River or Port MacNeil on the northern part of Vancouver... More

I would think so, when we went on Stubbs whale tour from telegraph cove we did see kayakers, may be worth contacting via email one of the Canada visitor centres the staff are really helpful and can probably direct you to... More
