There is ample parking near the pier, some being public. Although we didn't go to the pier, we did go to a nearby restaurant. Parking wasn't cheap, but public parking was significantly cheaper than what we saw advertised for private parking we saw as we drove around to make our choice.

Not sure about Venice Beach, but there are parking lots near the Santa Monica pier. The one on the boardwalk does fill up fast. I was there around 10am and was able to grab one of the last spots. I believe that particular lot was $3 an hour. Hopefully someone has some more information. Good luck and have fun
