The best, at least for me, will be to rent a car but, it won't be cheapest for sure. Second, you can contact a shuttle company, the will pick you up in the airport and will take you to the hotel ($50-$60). Also, you need to consider that if you want to take a bus, in order to make sure you will have a seat, you should go to the terminal in San Jose downtown. So, "best and cheap" will be determined by the time you want to spend moving around.
