I don't see why not. My husband and I don't share the same surname. Our IDs clearly indicate that. We were allowed. However, while we were checking in we noticed a married couple from NCR trying to check in and they were not allowed to. Turns out if you have your ID proof that shows proof of residence to be NCR, then you can't rent a hotel room in that area. Ridiculous as it sounds, they claim it's a legalised issued by the city's police.
