Guess it would depend on how many connecting flights etc you have before getting to Cusco.

Fly into Cusco and take a car to Olantaytambo ($45-$50 if you negotiate right there at airport) it takes 1.5hrs. Then reserve a seat on the Peru Rail train upto Aguas Calientes 1.5hrs and after you check into hotel go and buy your bus ticket for the 30min bus ride to M.Picchu.
