We allow guest with tattoo to use the private onsen. But we cannot allow him to use the large public onsen.

I recommend you to use a direct bus from Shinjuku. The direct bus is JR highway bus. The one way trip costs 3,300yen, and takes about 4 hours. The JR highway bus arrives to Kusatsu Onsen Bus Terminal. From the bus terminal to Kusatsu Onsen Kiyoshigekan, please use taxi. Is costs about 800yen, and takes 5 minutes.
