Surfers look at swell forecasts, you could do the same but look for none to small waves. Try "Magic Seaweed" website for surfers - central america south - panama - la barquetta and look for days with no stars. Typically for this area calmer ocean months would be during January and February but could happen at any time. To be safe when swimming in the ocean never go past waist deep, sometimes the ocean will be flat for a while but waves may be on the way (waves come in "sets"). Buen viaje!
