Hello, I'm not sure how many rooms, although they are located on 3 floors, counting the ground floor, and there are single, twin, double and triple rooms. The Central Plaza, you mean the big shopping center with the cinema? I personally walked there and it took me about 30 minutes from the center of Chiang Rai, you can take a bus or a tuk tuk and you will be there in 10 minutes. Hope it helps :)
