It takes between 6.5 hours of driving from Colombo. As mentioned by every one else, Colombo is in west coast and Uga bay (Passikudah) is in east coast. There are lot places to visit on the way from Colombo to this area. If you have time, don't go this distance within one day. Go halfway, 3-4 hours to Dambulla and from there travel to Uga bay next day. There are lot of nice hotels around Dambulla to stay and ancient temples and ruins and a wild life sanctuary to visit in Dambulla area.
Sea is very shallow in Uga Bay area and we walked in to sea for a quite a distance. Apparently you can walk into sea for about half a kilometre. We did not snorkel and I don't think you can in such shallow water. It was beautiful and was clear light blue at the time we visited. Sandy sunny beach was superb!
